Any ideas on how to get the conservation message across to apartment dwellers? For example, I’m not paying for water, so I won’t be affected by the rate increase, so why should I cut back on water usage?
I’m already trying to conserve as much as possible, but I’m thinking of the rest of the renters across our fair city.

Well, luckily, I think many apt. dwellers pay for their own utilities. But I’ll think further about incentives for those who don’t.
