>> Santa Monica to consider plastic bag ban AND paper bag tax. If the Santa Monica city council takes its staff recommendations, both plastic AND plastic-like biodegradable bags will be banned, as will non-recycled paper bags. Paper bags with more than 40 percent or more post-consumer content would be allowed — but you’d have to pay a tax for them.
