I don't understand it. I've never had a car since I moved to the Bay Area in 1989. But each day, the radio reports massive backups on the freeways before the bridges and toll plazas. And my own experience of driving a Zip Car now and then is that the only time the freeways are clear is around 3am on a week night. So yeah, everyone here should de-car. But most people don't.
